Prepare the Batter
In a large bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth and has no lumps. Let it rest for 15 minutes.

Heat the Oil
In a large, heavy-bottomed pot or deep fryer, heat the vegetable oil to 350°F (175°C). Use a thermometer for accuracy.

Batter the Fish
Pat the fish fillets dry with paper towels. Dip each fillet into the batter, ensuring they are fully coated.

Fry the Fish
Carefully place the battered fish fillets into the hot oil, a few at a time, to avoid overcrowding. Fry for 4-5 minutes or until golden brown and crispy. Remove the fish with a slotted spoon and place on paper towels to drain excess oil.

Soak the Potatoes
Soak the cut potatoes in cold water for at least 30 minutes to help remove more starch and improve crispiness.

In another heavy-bottomed pot or deep fryer, heat the vegetable oil to 350°F (175°C) for frying the chips.

Fry the Chips
Drain and dry the soaked potatoes thoroughly with paper towels. Fry the chips in batches for about 5-6 minutes or until golden and crispy. Remove with a slotted spoon and drain on paper towels. Season with salt to taste.
