    Preheat the oven

    Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

    Mix dry ingredients

    In a large mixing bowl, combine the all-purpose flour, granulated sugar, unsweetened cocoa powder, baking powder, baking soda, and salt. Whisk together until well combined.

    Add wet ingredients

    Add the eggs, whole milk, vegetable oil, and vanilla extract to the dry ingredients. Beat on medium speed for about 2 minutes until well blended.

    Incorporate boiling water

    Stir in the boiling water to the batter. The batter will be thin, but that's okay.

    Bake the cake

    Pour the batter evenly into the prepared cake pans. Bake for 30 to 35 minutes, or until a toothpick inserted in the center comes out clean.

    Cool the cakes

    Once baked, remove from the oven and let the cakes cool in the pans for 10 minutes. Then, remove from pans and cool completely on a wire rack.

    Prepare the icing

    In a medium bowl, combine the unsweetened cocoa powder and butter. Beat together until smooth.

    Add milk and vanilla

    Stir in the milk and vanilla extract, mixing well.

    Incorporate powdered sugar

    Gradually add the powdered sugar to the cocoa mixture, beating until it is smooth and easily spreadable.

    Frost the cake

    Once the cakes are completely cooled, place one layer on a serving plate. Spread icing over the top of the first layer, then place the second layer on top and frost the top and sides of the cake.
