Make the Dough
In a large bowl, combine flour and salt. Cut in cold butter until mixture resembles coarse crumbs. Beat eggs and add to the mixture along with ice water. Mix until a dough forms.

Chill the Dough
Wrap the dough in plastic wrap and refrigerate for at least 30 minutes.

Roll Out the Dough
On a floured surface, roll out the dough to about 1/8 inch thickness. Cut into circles using a cookie cutter or a glass.

Fill the Empanadas
Place a spoonful of the short rib filling in the center of each circle. Fold the dough over the filling and crimp the edges to seal.

Fry the Empanadas
In a large skillet, heat vegetable oil over medium-high heat. Fry the empanadas in batches until golden brown, about 3-4 minutes on each side.

Serve
Remove the empanadas from the oil and place on paper towels to drain. Serve warm with your favorite dipping sauce.
