Prepare the Filling
In a large bowl, combine the shrimp, minced garlic, chopped green onions, grated carrot, soy sauce, and season with salt and pepper. Mix well until combined.

Assemble the Lumpia
Lay a lumpia wrapper on a clean surface with one corner pointing toward you. Place about 2 tablespoons of the shrimp mixture near the corner. Fold the corner over the filling, then fold in the sides and roll tightly. Seal the end with a bit of the beaten egg. Repeat with remaining wrappers and filling.

Fry the Lumpia
In a large pot or deep fryer, heat the vegetable oil to 350°F (175°C). Fry the lumpia in batches, turning occasionally until golden brown and crispy, about 4-5 minutes. Remove and drain on paper towels.

Make the Spicy Horseradish Sauce
In a small bowl, mix the horseradish sauce and Sriracha sauce together. Adjust the spiciness according to your taste.

Serve the crispy Shanghai Shrimp hot with the spicy horseradish sauce for dipping.
