Prepare the Batter
In a large bowl, combine the all-purpose flour, cornstarch, baking powder, and salt. Gradually whisk in the cold sparkling water until the batter is smooth and slightly thick.

Heat the Oil
In a deep frying pan or large pot, heat the vegetable oil over medium-high heat until it reaches about 350°F (175°C).

Coat the Fish
Dip each fish fillet into the batter, ensuring it is fully coated.

Fry the Fish
Carefully place the battered fish fillets into the hot oil. Fry for 4-5 minutes on each side or until golden brown and cooked through. Remove and drain on paper towels.

Prepare the Potatoes
Peel the russet potatoes and cut them into thick fries. Rinse them in cold water to remove excess starch and pat them dry with a kitchen towel.

Carefully add the fries to the hot oil in batches to avoid overcrowding. Fry for about 5-7 minutes or until they are crispy and golden brown. Remove and drain on paper towels and season with salt to taste.

In a small bowl, combine the mayonnaise, dill pickle relish, chopped capers, lemon juice, salt, and black pepper. Mix well until all ingredients are combined.
