Preheat the Oven
Preheat your oven to 400°F (200°C). Line a baking sheet with parchment paper.

Mix Dry Ingredients
In a large bowl, whisk together flour, sugar, baking powder, and salt until well combined.

Cut in the Butter
Add the cold, cubed butter to the dry ingredients. Use a pastry cutter or your fingers to mix until the mixture resembles coarse crumbs.

In a separate bowl, combine the heavy cream and vanilla extract.
