    In a large pot or Dutch oven, heat the olive oil over medium heat. Add the chopped onion, green bell pepper, and celery. Sauté for about 5-7 minutes, or until the vegetables are soft.

    In a separate pot, cook the long-grain white rice according to package instructions. Typically, this involves bringing 2 cups of water to a boil, adding the rice, covering, and simmering for about 18-20 minutes until the rice is tender and water is absorbed.

    Once the beans are tender and the rice is cooked, serve the red beans over a bed of rice. Top with chopped green onions or parsley if desired.
