Prepare the Marinade
In a bowl, mix the fish sauce, sugar, and black pepper. Add the chicken wings and coat them well. Cover and marinate for at least 30 minutes.

Cook the Chicken Wings
In a large pan or deep fryer, heat the vegetable oil over medium-high heat. Once hot, add the marinated chicken wings in batches and fry until golden and cooked through, about 10-12 minutes per batch.

Prepare the Garnish
While the wings are frying, chop the scallions and slice the red chillies. Set them aside.

Serve
Once the chicken wings are cooked, remove them from the oil and drain on paper towels. Serve hot, garnished with fried garlic, chopped scallions, red chillies, mint, and basil leaves.
