Prepare the Fish

Clean the whole fish and pat it dry with paper towels. Season the fish inside and out with salt and black pepper.

Coat the Fish

Dredge the fish in cornstarch, ensuring it is evenly coated. Shake off any excess cornstarch.

Fry the Fish

In a large pan or wok, heat the vegetable oil over medium-high heat. Carefully add the coated fish and fry until golden brown and crispy, about 5-7 minutes on each side. Remove the fish and set aside on a plate lined with paper towels.

Prepare the Sauce

In a saucepan, combine sugar, rice vinegar, ketchup, soy sauce, minced garlic, and minced ginger. Bring to a simmer over medium heat, stirring occasionally until the sugar has dissolved.

Add Vegetables

Add the sliced bell pepper and onion to the sauce. Continue to cook for another 5 minutes until the vegetables are slightly tender.

Place the fried fish on a serving platter and pour the sweet and sour sauce with vegetables over the fish. Serve hot.
