Prepare the Orzo
In a pot, bring salted water to a boil. Add the orzo and cook according to package instructions until al dente. Drain and set aside.

Sauté the Vegetables
In a large skillet, heat 2 tablespoons of olive oil over medium heat. Add the sliced fennel and diced red bell pepper, cooking until softened, about 5 minutes. Stir in the capers and chopped spinach, cooking until the spinach wilts. Season with salt and pepper to taste.

Cook the Salmon
Rub the salmon fillets with the blackening seasoning. In another skillet, heat the remaining tablespoon of olive oil over medium-high heat. Add the salmon, cooking for about 3-4 minutes on each side, or until the fish is cooked through and has a blackened crust.

Combine and Serve
Toss the cooked orzo with the sautéed vegetables. Divide the orzo mixture among plates, top with the blackened salmon, and sprinkle with grated parmesan cheese. Serve immediately.
