Prepare the Biscuits
Preheat the oven to 425°F (220°C). Bake the biscuits according to package instructions or your favorite recipe until golden brown. Set aside.

Make the Mornay Sauce
In a saucepan, melt the butter over medium heat. Add the flour and whisk until smooth, cooking for about 1 minute. Gradually add the milk, whisking continuously until the sauce thickens. Stir in the smoked Gouda until melted and smooth. Season with salt, black pepper, and paprika to taste.

Assemble the Hot Brown
On each biscuit, layer sliced turkey breast, crumbled bacon, and roasted tomatoes. Spoon the smoked Gouda mornay sauce generously over the top.

Bake
Place the assembled biscuits on a baking sheet and bake in the oven for 10-15 minutes, or until the sauce is bubbly and golden.

Remove from the oven and let cool slightly. Serve hot, garnished with additional paprika if desired.
