In a mixing bowl, combine the all-purpose flour, cornstarch, salt, and ground black pepper. Gradually whisk in the beer until the batter is smooth and thick.

On a large serving platter, layer the fried potatoes. Top them with the savory beef birria, then sprinkle with the shredded 4-cheese blend. Drizzle with homemade salsa verde and Mexican crema. Finally, garnish with diced onion and chopped cilantro.
