1. Prepare the Simple Syrup
In a small saucepan, combine equal parts water and sugar. Add a few drops of rose water and bring the mixture to a simmer. Stir until the sugar is dissolved, then remove from heat and let cool.
2. Mix the Drink
In a cocktail shaker, combine vodka, rose water simple syrup, fresh lemon juice, and fresh lime juice. Fill the shaker with ice and shake vigorously for about 15 seconds.
3. Strain and Serve
Strain the cocktail into a glass filled with ice and top with sparkling water. Stir gently to combine.
4. Garnish
Garnish with a lemon wheel and fresh mint leaves.
