Prepare the Filling
In a medium bowl, combine cream cheese, crab meat, green onions, garlic powder, soy sauce, salt, and black pepper. Mix until well blended and smooth.

Assemble the Rangoon
Take a wonton wrapper and place about 1 tablespoon of the crab filling in the center. Wet the edges of the wrapper with water, fold it in half to form a triangle, and press the edges to seal. You can also fold the corners inward for a more traditional shape.

Fry the Rangoon
In a deep pan, heat vegetable oil over medium-high heat. Once the oil is hot (approximately 350°F), carefully add the crab rangoon in batches, frying for 3-4 minutes or until golden brown. Remove with a slotted spoon and place on paper towels to drain excess oil.

Make the Red Pepper Jam
In a saucepan, combine chopped red bell peppers, sugar, apple cider vinegar, and red pepper flakes. Cook over medium heat, stirring frequently, until the mixture thickens (about 15-20 minutes). Remove from heat and let cool before serving.
