    In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, garlic powder, and cayenne pepper. Whisk until well mixed.

    Gradually pour in the cold sparkling water while whisking until the batter is smooth and slightly thick. Adjust the consistency with more water if necessary.

Frying

    In a deep frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping a small amount of batter into it; if it sizzles, it's ready.
