Prepare the Filling
In a large bowl, combine ground pork or chicken, chopped cabbage, green onions, minced garlic, grated ginger, soy sauce, sesame oil, salt, and pepper. Mix well until all ingredients are evenly incorporated.
Fill the Dumplings
Take a dumpling wrapper and place a small spoonful of filling in the center. Moisten the edges with water and fold the wrapper over to form a half-moon shape. Pinch the edges to seal tightly. Repeat until all the filling is used.
Fry the Dumplings
Heat a large skillet over medium heat and add a tablespoon of oil. Place the dumplings in the skillet, making sure they do not touch. Fry for about 2-3 minutes until the bottoms are golden brown.
Steam the Dumplings
Add 1/4 cup of water to the skillet and quickly cover with a lid. Allow the dumplings to steam for about 5-7 minutes or until the water has evaporated and the dumplings are cooked through.
Serve
Remove the lid and let the dumplings fry for another minute to crisp up the bottoms. Serve hot with soy sauce or your favorite dipping sauce.
