Prepare the Ingredients
Start by rinsing and draining the water chestnuts. Slice them into thin strips. Chop the green onions, separating the white parts from the green tops. Mince the garlic cloves.

Stir-fry the Vegetables
In a large skillet or wok, heat the vegetable oil over medium-high heat. Once hot, add the minced garlic and sauté for about 30 seconds until fragrant.

Add Water Chestnuts
Add the sliced water chestnuts to the skillet and stir-fry for 2-3 minutes until they start to soften slightly.

Incorporate the White Parts of Green Onions
Add the white parts of the green onions to the skillet and continue to stir-fry for another 1-2 minutes.

Sprinkle in the black pepper, soy sauce, and brown sugar. Stir to combine all ingredients well, making sure the sauce coats the vegetables evenly.

Finally, add the green tops of the green onions, drizzle the sesame oil, and stir-fry for an additional minute until everything is well combined and heated through.
