Prepare the Pasta

Cook the Pasta
In a large pot, bring salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente. Drain and set aside.
Make the Cheese Sauce

Add Flour
Whisk in the all-purpose flour and cook for about 1-2 minutes until it turns a light golden color.

Add Milk
Gradually whisk in the milk until smooth. Continue to cook, stirring frequently, until the mixture thickens and comes to a simmer.

Add Cheese
Remove from heat and stir in the cheddar, gruyere, gjetost, swiss cheeses, confit garlic, salt, and black pepper until melted and smooth.
Combine and Bake

Combine Pasta and Sauce
Add the cooked macaroni to the cheese sauce and stir until well combined.

Prepare Topping
In a small bowl, mix the panko breadcrumbs with the melted butter until evenly coated.

Transfer to Baking Dish
Transfer the mac and cheese mixture to a greased baking dish and sprinkle the panko mixture evenly on top.

Bake
Preheat the oven to 350°F (175°C) and bake for 20-25 minutes, or until the top is golden and crispy.
