Preheat the oven to 375°F (190°C). Cut the tops off the serrano and jalapeño peppers, and remove the seeds for less heat, if desired.

In a mixing bowl, combine cream cheese, cheddar cheese, garlic powder, onion powder, chives, salt, and black pepper. Mix until well blended.

Stuff the Peppers
Using a spoon or piping bag, fill each pepper with the cheese mixture, ensuring they are packed tightly.

Place the stuffed peppers on a baking sheet. Drizzle olive oil over the top and bake in the preheated oven for 20-25 minutes, or until the peppers are tender and the cheese is bubbly.
