    Preheat the oven to 375°F (190°C). Cut the tops off the serrano and jalapeño peppers, and remove the seeds for less heat, if desired.

    In a mixing bowl, combine cream cheese, cheddar cheese, garlic powder, onion powder, chives, salt, and black pepper. Mix until well blended.

    Using a spoon or piping bag, fill each pepper with the cheese mixture, ensuring they are packed tightly.
