Prepare the Dressing
In a bowl, combine 1 cup of mayonnaise, 1 tablespoon of Dijon mustard, 2 tablespoons of lemon juice, 1 teaspoon of garlic powder, 1 teaspoon of salt, and 1 teaspoon of black pepper. Mix well until smooth.

Combine Ingredients
Once the shrimp have cooled, chop them into bite-sized pieces. In a mixing bowl, combine chopped shrimp, 1 cup of diced celery, and 1 cup of sliced green onions. Pour the dressing over the shrimp mixture and stir until fully coated.

Prepare the Vegetables
Wash and chop the romaine lettuce, slice the cherry tomatoes in half, and slice the cucumber and bell pepper. Shred the carrots.

Assemble the Salad
In a large salad bowl, combine the chopped romaine lettuce, halved cherry tomatoes, sliced cucumber, shredded carrots, and chopped bell pepper.

Dress the Salad
Drizzle 3 tablespoons of olive oil and 2 tablespoons of balsamic vinegar over the salad. Season with salt and black pepper to taste. Toss gently to combine.

Plate the Salad
On a large serving platter or individual plates, create a bed of the garden salad. Top generously with the shrimp salad mixture. Serve immediately.
