Prepare the Batter
In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Mix well.

Heat the Oil
In a deep frying pan or Dutch oven, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). Use a deep-fry thermometer to check the temperature.

Coat the Fish
Pat the haddock fillets dry with paper towels. Dip each fillet into the batter, ensuring it is fully coated.

Fry the Fish
Carefully place the battered haddock fillets into the hot oil, cooking in batches if necessary to avoid overcrowding. Fry for 4-5 minutes on each side or until golden brown and crispy.

Drain the Fish
Using a slotted spoon, remove the fish from the oil and place on a paper towel-lined plate to drain excess oil.

Combine Ingredients
In a medium bowl, combine the mayonnaise, chopped roasted red peppers, capers, lemon juice, and fresh parsley.

Season the Sauce
Add salt and black pepper to the mixture. Stir well to combine all ingredients thoroughly.

Cover the tartar sauce and refrigerate for at least 30 minutes before serving to allow the flavors to meld.
