Prepare the Shrimp
Pat the shrimp dry with paper towels and set aside.

Make the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, and salt. Gradually whisk in the cold water until the batter is smooth but still slightly lumpy. Do not overmix.

Fry the Shrimp
Dip each shrimp into the batter, allowing the excess to drip off, then carefully place them in the hot oil. Fry in batches, ensuring not to overcrowd the pot, for about 2-3 minutes or until golden and crispy. Remove with a slotted spoon and drain on paper towels.

Mix the Sauce Ingredients
In a small bowl, combine the soy sauce, rice vinegar, sugar, sesame oil, and grated ginger. Stir until the sugar is dissolved.

Add chopped green onions to the sauce and mix well.
