Prepare the Breading Station
Set up three bowls: one with flour, one with beaten eggs, and one with a mixture of cornstarch, cayenne pepper, paprika, salt, and black pepper.

Coat the Shrimp
Dip each rock shrimp first in the flour, then in the egg, and finally coat with panko breadcrumbs. Press the breadcrumbs onto the shrimp to ensure they adhere well.

Heat the Oil
In a deep skillet or frying pan, heat vegetable oil over medium-high heat until hot (about 350°F or 175°C).

Fry the Shrimp
Carefully add the breaded rock shrimp to the hot oil in small batches, frying until golden brown and crispy, about 2-3 minutes per side. Use a slotted spoon to transfer the shrimp to a paper towel-lined plate to drain excess oil.
