Cook the Mostaccioli
Preheat the oven to 375°F (190°C). Cook the mostaccioli pasta according to package instructions until al dente. Drain and set aside.

Make the Marinara Sauce
In a large skillet, heat olive oil over medium heat. Add minced garlic and sauté until fragrant, about 1 minute. Stir in crushed tomatoes, dried basil, dried oregano, sugar, salt, and black pepper. Let the sauce simmer for about 15 minutes, stirring occasionally.

Combine Pasta and Sauce
In a large mixing bowl, combine the cooked mostaccioli and marinara sauce, mixing well to coat the pasta evenly.

Prepare for Baking
Transfer the pasta and sauce mixture into a greased 9x13 inch baking dish. Sprinkle shredded mozzarella cheese and grated Parmesan cheese evenly over the top.

Bake
Cover the baking dish with aluminum foil and bake in the preheated oven for 20 minutes. Remove the foil and bake for an additional 10-15 minutes, or until the cheese is bubbly and golden.
