Base Preparation

Make the Dough

In a large bowl, combine the all-purpose flour and salt. Gradually add water and knead until you form a smooth dough. Cover with a damp cloth and let it rest for 30 minutes.

Cook the Filling

In a skillet, heat the oil over medium heat. Add the chopped onion and minced garlic, sauté until the onion is translucent. Add the ground beef, cumin, paprika, and pepper. Cook until the beef is browned and cooked through. Set aside to cool.
