Prepare Kibbee Mixture

    Soak Bulgur

    In a large bowl, combine the bulgur wheat with boiling water. Cover and let it sit for about 30 minutes until the bulgur absorbs the water and becomes tender.

    Mix Ingredients

    Once the bulgur is ready, fluff it with a fork. Add the mashed chickpeas, chopped onion, parsley, mint, allspice, cumin, salt, and black pepper. Mix thoroughly until all ingredients are well combined.

Prepare Filling

    Sauté Onions and Nuts

    In a skillet, heat olive oil over medium heat. Add the chopped onion and sauté until translucent, about 5 minutes.

    Add Pine Nuts and Raisins

    Add pine nuts and raisins to the skillet and cook for an additional 3-4 minutes, stirring frequently until the nuts are golden and the raisins are plump. Season with salt and black pepper. Remove from heat and let cool.

Shape and Fry Kibbee

    Take a small handful of the kibbee mixture and flatten it in your hand. Place a spoonful of the filling in the center and fold the mixture over to encase the filling. Shape into a patty or ball.
