Prepare Meat Filling

    Sauté the Onion

    In a large skillet, heat the olive oil over medium heat. Add the finely chopped onion and sauté until it becomes translucent, about 5 minutes.

    Add the Meat

    Add the ground beef or lamb to the skillet with the onions. Cook until browned, breaking it apart with a spoon, about 7-10 minutes.

    Season the Filling

    Stir in the pine nuts, ground cinnamon, allspice, salt, and black pepper. Cook for an additional 5 minutes, then remove from heat and let it cool.

Prepare Kibbeh Shell

    Soak the Bulgur

    Place the bulgur wheat in a bowl and cover with water. Let it soak for about 30 minutes until it absorbs the water and becomes tender.

    Mix the Ingredients

    In a large mixing bowl, combine the soaked bulgur, ground beef or lamb, finely chopped onion, salt, black pepper, and ground cinnamon. Mix well until the mixture is smooth and well combined.

    Add Ice Water

    Gradually add the ice water to the bulgur mixture, mixing until it reaches a dough-like consistency.

Assemble and Cook Kibbeh

    Shape the Kibbeh

    Take a small amount of the kibbeh shell mixture and flatten it in the palm of your hand. Place a spoonful of the meat filling in the center and then fold the edges over to form an oval or football shape, sealing the edges well.

    Cook the Kibbeh

    You can either deep fry the kibbeh in hot oil until golden brown or bake them in the oven at 180°C (350°F) for about 30 minutes.

    Serve

    Once cooked, remove the kibbeh from the oil or oven and let them drain on paper towels. Serve hot with yogurt or a side salad.
