In a bowl, soak the fine bulgur wheat in 250 ml of water for about 30 minutes or until it absorbs the water and softens.

In a large mixing bowl, combine the soaked bulgur wheat, ground meat, finely chopped onion, cooked pine nuts, ground cinnamon, ground allspice, salt, and black pepper. Mix thoroughly using your hands until well combined.

Wet your hands and take a small amount of the meat mixture, shaping it into oval or round patties about 2 inches in diameter.

In a deep frying pan, heat the vegetable oil over medium-high heat. Fry the kibbee patties in batches until golden brown and cooked through, about 5-7 minutes per side. Drain on paper towels.
