Make the Caramel
In a medium saucepan, combine the granulated sugar and water. Stir gently until the sugar is dissolved. Turn the heat to medium-high and bring to a boil without stirring.

Cook the Caramel
Continue boiling the mixture until it turns a golden amber color. This should take about 8-10 minutes. Keep a close eye on it to prevent burning.

Pour the Caramel
Quickly pour the caramel into a round flan mold or individual ramekins, tilting to coat the bottom evenly. Be careful, as the caramel will be very hot. Set aside to cool and harden.

Pour the Flan Mixture
Gently pour the flan mixture over the set caramel in the mold or ramekins, filling them almost to the top.

Bake the Flan
Bake in the preheated oven for 50-60 minutes, or until the flan is set and a knife inserted in the center comes out clean.

Remove the flan from the oven and let it cool in the water bath for about 30 minutes. Then, refrigerate for at least 4 hours or overnight.

To serve, run a knife around the edge of the mold or ramekins to loosen the flan. Invert onto a serving plate, allowing the caramel to drizzle over the top.
