Make the Biscuits
Preheat the oven to 450°F (230°C). In a large bowl, combine flour, baking powder, baking soda, and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in the buttermilk until just combined.

Form and Bake Biscuits
Turn the dough onto a floured surface and knead gently. Pat into a 1-inch thick round and cut out biscuits with a cutter. Place on a baking sheet and bake for 12-15 minutes until golden.

Prepare the Gravy
In a large skillet, cook the Italian sausage over medium heat until browned. Sprinkle 1/4 cup of flour over the sausage and stir to combine. Gradually add milk, stirring continuously until the gravy thickens. Season with black pepper.

Serve
Split the biscuits open, spoon the sausage gravy over the top, and serve alongside the rosemary breakfast potatoes.
