Heat the Milk
In a medium saucepan, heat the milk over medium heat until it is warm but not boiling.

Combine Dry Ingredients
In a small bowl, mix the cocoa powder, sugar, and salt together.

Add to Milk
Once the milk is warm, add the cocoa mixture to the saucepan and whisk until fully dissolved.

Add Vanilla
Stir in the vanilla extract and continue to heat for another minute.

Serve
Pour the hot chocolate into mugs and top with whipped cream and chocolate shavings if desired.
