Prepare the Filling
In a bowl, combine minced chicken, garlic, ginger, chopped green onions, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are combined.

Fill the Dumplings
Take a dumpling wrapper and place about a tablespoon of the filling in the center. Moisten the edges with water, fold the wrapper over to create a half-moon shape, and seal by pressing the edges together. Repeat for the remaining wrappers and filling.

Cooking Options
To steam: Place dumplings in a steamer basket lined with parchment paper and steam for about 10 minutes until cooked through. To fry: Heat oil in a pan over medium heat, add dumplings, and cook until the bottoms are golden brown, then add a splash of water, cover, and steam for about 5 minutes.
