Prepare the Fish
Clean and gut the whole red snapper. Pat it dry with paper towels.

Make the Sauce
In a mortar and pestle, crush the garlic cloves and black pepper together until a paste forms. In a small bowl, mix the garlic-pepper paste with fish sauce and sugar. Set aside.

Heat the Oil
In a large frying pan or wok, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Fish
Carefully lower the fish into the hot oil. Fry for about 5-7 minutes on each side or until the fish is golden brown and cooked through. Remove the fish and drain on paper towels.

Top with Sauce
Drizzle the garlic and pepper sauce over the fried fish. Garnish with fresh cilantro and lime wedges.

Serve the Pla Kra Tiem hot with steamed rice and enjoy!
