    Prepare the Dough

    In a mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a smooth dough forms. Knead the dough for about 5 minutes until it is elastic. Cover with a damp cloth and let it rest for 30 minutes.

    Prepare the Filling

    In another bowl, mix the chopped chives, ground black pepper, and a pinch of salt. This will be your filling for the dumplings.

    Assemble the Dumplings

    After the dough has rested, divide it into 8 equal pieces. Roll each piece into a thin circle. Place a tablespoon of the chive filling in the center of each circle, fold the dough over the filling, and pinch the edges to seal.

    Fry the Dumplings

    Heat vegetable oil in a frying pan over medium heat. Once hot, carefully add the dumplings in a single layer. Fry for about 3-4 minutes on each side, or until golden brown and crispy.

    Serve

    Remove the dumplings from the pan and drain on paper towels. Serve warm with sweet soy sauce for dipping.
