Peel and lightly crush the garlic cloves with the flat side of a knife. Set aside.

In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, and salt. Gradually add the ice water while whisking until just combined. The batter should be slightly lumpy.

In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches about 350°F (175°C).

Fry the Garlic
Dip the prepared garlic cloves into the tempura batter, allowing excess batter to drip off. Carefully place them into the hot oil, frying in batches to avoid overcrowding. Fry until golden brown and crispy, about 2-3 minutes.
