Prepare the Filling
In a large bowl, combine ground pork, grated carrots, chopped onion, minced garlic, and chopped green onions. Add soy sauce, salt, and pepper. Mix until all ingredients are well combined.

Wrap the Filling
Take a lumpia wrapper and place about 2 tablespoons of the filling near one edge. Fold the sides over the filling and then roll tightly to seal. Use a little water to help seal the edge. Repeat until all filling is used.

Fry the Lumpiang Shanghai
Heat oil in a deep frying pan over medium heat. Fry the wrapped lumpia in batches until golden brown and crispy, about 3-5 minutes per side. Remove and drain on paper towels.

Serve
Serve hot with sweet chili sauce on the side for dipping.
