Prepare the Falafel Mixture
In a food processor, combine the canned chickpeas (drained and rinsed), parsley, cilantro, garlic, onion, cumin, coriander, baking powder, salt, and black pepper. Pulse until the mixture is coarsely blended but not pureed.

Form the Patties
Transfer the mixture to a bowl and stir in the flour. Mix until well combined. Form the mixture into small balls or patties, about 1.5 inches in diameter.

Fry the Falafel
Heat the oil in a deep pan over medium heat. Once hot, carefully add the falafel patties in batches, frying for about 3-4 minutes on each side or until golden brown. Remove and drain on paper towels.
