Prepare the Filling
Rinse the rice under cold water until the water runs clear. In a pot, heat 2 tablespoons of olive oil over medium heat. Add finely chopped onion, diced tomato, and diced bell pepper. Sauté until softened. Stir in the rice, chopped parsley, chopped dill, salt, and pepper. Cook for a few more minutes, then remove from heat and let cool.

Stuff the Grape Leaves
Lay a grape leaf on a flat surface with the stem end facing you. Place a spoonful of the rice mixture at the base of the leaf. Fold the sides over the filling, then roll it up tightly from the base to the tip. Repeat with remaining leaves and filling.

Cook the Dolmeh
In a large pot, layer any leftover grape leaves on the bottom. Place the stuffed grape leaves seam-side down in the pot. Drizzle with remaining olive oil and lemon juice, and add enough water to cover the dolmeh. Place a plate on top to keep them submerged. Cover and simmer on low heat for 45 minutes.
