Prepare the Soba Noodles
Bring a large pot of water to a boil. Add the soba noodles and cook according to package instructions (usually 6-8 minutes). Drain and rinse under cold water to stop the cooking process. Set aside.

Make the Tempura Batter
In a mixing bowl, combine the all-purpose flour and cornstarch. Gradually add the ice water, mixing gently until just combined. The batter should be lumpy; do not overmix.

Heat the Oil
In a deep pot, heat the vegetable oil to 180°C (350°F). You can test the oil by dropping a small amount of batter into it; it should sizzle and rise to the surface.

Fry the Shrimp
Dip the shrimp into the tempura batter, allowing excess to drip off. Carefully place the shrimp into the hot oil in batches, frying for 2-3 minutes or until golden brown. Remove with a slotted spoon and drain on paper towels.

Assemble the Dish
In serving bowls, divide the cooked soba noodles. Drizzle with soy sauce and mirin. Top with the shrimp tempura and garnish with sliced green onions and a sprinkle of salt.
