Prepare the Dried Peppers
Remove the stems and seeds from the dried guajillo peppers. Soak them in hot water for about 15 minutes until softened. Drain and set aside.

Add Tomatoes and Peppers
Stir in the chopped tomatoes and softened guajillo peppers. Cook for about 5 minutes until the tomatoes break down.

Blend the Mixture
Transfer the mixture to a blender. Add the coconut milk and blend until smooth. Return the mixture to the pot.

Add Stock and Shrimp
Pour in the fish or chicken stock and bring to a simmer. Add the shrimp and cook for about 5-7 minutes until they are pink and cooked through.
