In a small bowl, mix the soy sauce, oyster sauce, and sugar. Set aside.

Cook the Beef
In a large skillet or wok, heat the vegetable oil over medium-high heat. Add the minced garlic and sliced chili, stir-fry for about 30 seconds until fragrant.

Add the Beef
Add the minced beef to the skillet and cook until browned, breaking it apart as it cooks.

Add Green Beans
Add the green beans to the skillet and stir-fry for another 3-4 minutes until they are tender-crisp.

Combine with Sauce
Pour the prepared sauce over the beef and green beans. Stir well to combine and cook for an additional 2 minutes.

Serve the beef mixture over a bed of cooked rice, topped with the fried egg and garnished with fresh basil leaves.
