Prepare the Batter
In a large bowl, combine the all-purpose flour and water until smooth. Stir in the chopped cabbage and sliced green onions until evenly mixed.

Cook the Okonomiyaki
Heat 1 tablespoon of vegetable oil in a non-stick skillet over medium heat. Pour half of the batter mixture into the skillet, spreading it out to form a round pancake.

Add Optional Toppings
If using bacon or pork candy, place them on top of the batter in the skillet. Cook for about 4-5 minutes until the bottom is golden brown.

Flip and Finish Cooking
Carefully flip the pancake and cook for another 4-5 minutes until golden and cooked through. If desired, sprinkle katsuobushi on top while it cooks.

Serve
Once cooked, transfer to a plate. Top with a sunny side up egg if desired, drizzle with soy sauce, and serve hot.
