Prepare the Fries

Cook the Fries
In a large pot, heat vegetable oil over medium heat. Add frozen French fries and cook according to package instructions until golden brown and crispy. Once cooked, drain on paper towels and set aside.
Prepare the Pork Belly

Cook the Pork Belly
Preheat the oven to 300°F (150°C). Season the pork belly with salt and black pepper. In a large oven-safe skillet, heat olive oil over medium-high heat. Sear the pork belly on all sides until golden brown, about 5-7 minutes. Transfer the skillet to the oven and roast for 2-3 hours until tender. Remove from oven and let cool slightly before slicing into small pieces.
Make the Mornay Sauce

Prepare the Sauce
In a saucepan, melt butter over medium heat. Add flour and whisk continuously for about 2 minutes until the mixture is pale and bubbly (this is called a roux). Gradually add the milk while whisking constantly to avoid lumps. Continue to cook until the sauce thickens, about 5-7 minutes. Stir in the grated Gruyère and Parmesan cheese until melted and smooth. Season with nutmeg, and salt to taste. Remove from heat.
Assemble the Dish

Combine and Serve
On a large serving plate, layer the crispy fries and top with the sliced pork belly. Drizzle generously with the mornay sauce, and finish with a sprinkle of sliced scallions and pickled chiles. Serve immediately.
