Rinse the fish fillets under cold water and pat them dry with paper towels.

In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until you achieve a smooth batter.

Dip each fish fillet into the batter, ensuring they are well-coated. Then, roll them in the panko breadcrumbs until fully covered.

In a large frying pan or deep fryer, heat the vegetable oil over medium-high heat until hot (around 350°F or 180°C).
