Prepare the Batter
In a large bowl, whisk together the flour, cornstarch, baking powder, salt, and pepper. Gradually add the cold sparkling water, mixing until smooth.

Fry the Fish
Heat the vegetable oil in a deep skillet over medium-high heat. Dip each fish fillet into the batter, letting the excess drip off before carefully placing it in the hot oil. Fry until golden brown and cooked through, about 4-5 minutes per side. Remove and drain on paper towels.

Mix the Tartar Sauce
In a small bowl, combine the mayonnaise, chopped pickles, capers, lemon juice, dill, salt, and pepper. Mix well and refrigerate until ready to serve.

Assemble the Sandwich
Toast the brioche buns lightly. Spread a generous amount of tartar sauce on the bottom half of each bun. Place a fried fish fillet on top, add a lettuce leaf and a slice of tomato, then top with the other half of the bun. Serve immediately.
