Prepare the Chicken
In a large bowl, season the chicken thighs with salt, black pepper, and all-purpose seasoning. Allow to marinate for at least 30 minutes, or overnight in the refrigerator for best flavor.

Brown the Chicken
In a large pot or Dutch oven, heat the vegetable oil over medium-high heat. Add the marinated chicken thighs, skin side down, and brown on all sides, about 5-7 minutes. Remove the chicken and set aside.

Combine Ingredients
Return the browned chicken to the pot. Add the diced potato, thyme, bay leaves, paprika, cayenne pepper, soy sauce, and chicken broth. Bring to a boil.

Simmer the Stew
Once boiling, reduce the heat to low, cover, and let it simmer for about 45 minutes, or until the chicken is cooked through and tender.

Add the chopped scallions and stir well before serving. Taste and adjust seasonings if necessary.
