    Preheat the Oven

    Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

    Mix Dry Ingredients

    In a large mixing bowl, sift together the all-purpose flour, granulated sugar, unsweetened cocoa powder, baking powder, baking soda, and salt.

    Combine Wet Ingredients

    In another bowl, whisk together the eggs, whole milk, vegetable oil, and vanilla extract until well combined.

    Combine Dry and Wet Mixtures

    Gradually add the wet ingredients to the dry ingredients, mixing until just combined.

    Add Boiling Water

    Carefully stir in the boiling water until the batter is well mixed. The batter will be thin.

    Divide the batter evenly between the prepared cake pans and bake for 30-35 minutes or until a toothpick inserted into the center comes out clean.

    Allow the cakes to cool in the pans for 10 minutes, then remove from pans and transfer to wire racks to cool completely.

    In a medium bowl, sift the unsweetened cocoa powder.

    Gradually add the sifted cocoa powder and powdered sugar, alternating with whole milk, mixing until smooth and fluffy.

    Once the cakes are completely cooled, place one layer on a serving plate, spread a generous amount of frosting on top, then place the second layer on top and frost the top and sides of the cake.
