Soak the Black-eyed Peas
Rinse the black-eyed peas under cold water and soak them in a bowl with enough water to cover them for at least 4 hours or overnight.
Add the Peas and Liquid
Drain and rinse the soaked black-eyed peas, then add them to the pot along with 4 cups of water and 2 cups of vegetable broth. Stir in the bay leaf, cumin, salt, black pepper, thyme, and red pepper flakes.
Simmer
Bring the mixture to a boil, then reduce the heat to low. Cover and simmer for about 45-60 minutes, or until the black-eyed peas are tender.
Finish and Serve
Remove the bay leaf and stir in the chopped fresh parsley. Adjust seasoning with more salt and pepper if needed. Serve warm.
