Prepare the Hazelnuts
Toast the hazelnuts in a dry skillet over medium heat for about 5-7 minutes, stirring frequently, until they are fragrant and slightly browned. Let them cool, then chop coarsely.

In a medium saucepan, combine the toasted hazelnuts, water, granulated sugar, and vanilla bean (split and scraped). Add the cinnamon stick to the mixture.

Bring the mixture to a gentle simmer over medium heat. Reduce the heat to low and let it simmer for about 20 minutes, stirring occasionally, until the sugar has dissolved and the mixture is infused with the flavors of the hazelnuts and vanilla.
