Prepare the Peppers
Preheat the oven to 375°F (190°C). Cut the tops off of the mini bell peppers and remove the seeds. Place them in a baking dish.

Prepare the Filling
In a mixing bowl, combine the goat cheese, cream cheese, minced garlic, chopped green onions, parsley, olive oil, salt, and black pepper. Mix until well-combined and creamy.

Stuff the Peppers
Using a spoon, fill each mini bell pepper with the cheese mixture, packing it in slightly.

Place the stuffed peppers in the preheated oven and bake for 20-25 minutes, or until the peppers are tender and the cheese is slightly golden.
